| | | | | | | | | RECOMMENDATION: | | Adopt the Declaration of Need for Fully Qualified Educators, as submitted. |

| | | | | | | | | DISCUSSION: | | In the spring of each school year, the California Commission on Teacher Credentialing requires the Governing Board of every school district Statewide to adopt a declaration specifying if there may be a need to hire individuals on an Emergency Permit basis due to a possible insufficient number of certificated candidates who meet the District's employment criteria. This Declaration of Need serves the purpose of providing additional time for current certificated employees, as well as newly hired certificated employees, to do the following: (1) await final credentialing documentation; (2) complete necessary coursework; and/or (3) complete service in other assignments. The number of employees indicated on the Declaration of Need is simply an estimate and does not reflect the District's intent to hire certificated teachers who are less than highly qualified. |
